We’re rethinking the role of temporary accommodation — transforming it from short-term shelter into a platform for progress. Modular transitional housing can provide exactly that: a safe, self-contained space where people can live independently while waiting for permanent accommodation.

People at risk of homelessness are often placed in emergency housing as a first step — a necessary but limited solution. What’s urgently needed is a bridge between emergency shelter and long-term housing: a real home for now, not just a place to stay. By making use of brownfield, meanwhile or infill sites and land awaiting future regeneration, we can unlock its value with modular homes designed to last over 60 years — and relocate them when needed. It’s a flexible, forward-thinking approach that makes better use of both land and time.

The UK is currently facing a critical shortfall in housing, with demand outpacing supply more than ever before.

We know that planning and viability challenges can delay large-scale housebuilding for years. But that doesn’t mean people should be left waiting in unsafe, unsuitable temporary accommodation.

Instead of accepting this status quo, we’ve chosen to rethink what temporary housing can be.

Key facts and figures

Currently, figures show that the UK has 1.33 million households on the waiting list for social housing, yet only 19,910 new social homes were delivered last year. The UK needs 300,000 new homes per year, of which 145,000 must be affordable; in contrast, about 62,289 affordable homes were built in 2023–24. Temporary accommodations are being used as an interim solution until more social or affordable homes are built, which unfortunately still feels like a distant luxury.

In the past year alone, councils have spent nearly £2.3 billion on temporary accommodations (e.g., hostels, bed and breakfasts, etc.) to provide a place to sleep for desperate homeless people—an increase of 29% in the last year and 97% over the last five years. This annual expenditure is expected to increase rapidly in coming years.

Of this total, £700 million was spent on emergency B&Bs and hotels, considered some of the least suitable places for families with children to live.
